Küreselleşen dünya ve terörizm

Abstract

Bu calisma uluslararasi terorizm olgusunu kuresellesen dunya cercevesinde incelenmistir. Gerek terorizm gerek kuresellesme tum boyutlariyla irdelendiyse de asil olarak uluslararasi terorizm ve kuresellesme ile etkilesimi uzerine odaklanilmistir.Tarihinde ideoloji din milliyetcilik gibi bircok sebepten meydana gelmis olan teror dunya capindaki hizli gelismeler ve teknoloji nedeniyle esitsizlik adaletsizlik tatminsizlik ve kuresellesme karsitligi gibi nedenlerle ortaya cikmaya baslamistir. Bunun sebebini aciklamak amaciyla terorizm ve kuresellesme oncelikle iki ayri tanim olarak ele alinarak tanimlanmistir. Dunyanin modernlesme teknoloji iletisim ve ulasimdaki kolayliklar nedeniyle kuculmesiyle terorun de yayginlastigi kuresellestigi siddetini ve sikligini arttirdigi gorulmektedir. Kuresellesme hem terore kolaylik saglamaya baslamis hem de olumlu etkileri sayesinde onlenmesi yolunda fayda saglamistir. Ortaya cikan teror-kuresellesme baglantisi bu kapsamda incelenmis kuresellesmenin teror uzerine pozitif ve negatif etkileri sorgulanmis pozitife dondurulebilecek etkilerinden soz edilmistir. Gelisen ve degisen dunyada terorle savas icin suregelmis olan askeri diplomatik yollarla beraber uluslararasi birlesim ve hukukun onemi artmistir. Tamamen ortadan kaldirilmasi mumkun olmayan terorle savasin en onemli ayagini uluslararasi alanda guclu bir isbirligi ile hazirlanacak hukuki kural yaptirim ve cezalar olusturmaktadir. Ýsbirliginin yayginlastirilmasi ve kuvvetlendilmesi kadar bu isbirliginin surekli olusu da buyuk onem tasimaktadir. Bu calismanin amaci terorizm ve kuresellesmeyi aciklayarak aralarindaki somut ve kuvvetli bagi gostermek ve terorle savas icin kuresellesmenin de yardimiyla uluslararasi ve sureklilik arzeden bir birligin kurulusunun onemini vurgulamaktir.

This thesis analyzes the concept of terrorism in the age of globalization. Despite both concepts, globalism and terrorism, being studied by its all aspects, mainly the relationship between international terrorism and globalism is concentrated on. Terrorism, which has been motivated by ideological, religious and national reasons all through its history, has added issues to its concern like inequality, injustice, dissatisfaction and anti-globalist movements. In order to clarify this shift in the policies, the concepts of terrorism and globalization are first explained as distinct issues. Terrorism has become global because of modernization, developments in technology, communication and the ease in transportation. Thus, globalization has started to serve terrorism. At the same time, with its positive effects it became helpful in the fight against terrorism. The connection of globalization and terrorism has been explained in this respect. As the previous tools of diplomacy and military measures started to lose their validity, international cooperation and law have emerged as the tool to fight against terrorism. Since terrorism is a phenomenon that cannot be totally abolished, the best way to minimize terrorism is the use of international law, with necessary organizations established to form cooperation at the international level. The main aim of this thesis is to point out to several facts like there being a directly proportional relationship between globalization and terrorism concepts, furthermore continuous, determined international efforts and cooperation is a must and most important tool while fighting against terrorism.
