dc.description.abstractİnsanoglu var oldugundan beri surekli sosyal ekonomik ve fiziksel riskler ile karsi karsiya kalmistir. Belirsizligin her zaman var oldugu durumlarda insanlar risklerden dogacak kayiplari azaltmak icin cesitli yollar aramislar ve bu amacla bazi risk yonetim metodlari gelistirmislerdir. En temel risk yonetim metodu ise sigortadir. ozellikle hizla gelisen ve gunden gune karmasiklasan gunumuz ekonomik sosyal ve politik kosullarinda risk yonetimi daha da cok onem kazanirken sigortaya duyulan ihtiyac da hizla artmaktadir. ulkemizde egitim duzeyi ile paralel olarak sigorta bilinci topluma tam olarak yerlesmemis ve dolayisiyla sigortacilik sektoru olmasi gereken duzeyde gelismemistir. Bugun gelismis ulkelerde sigortaciligin Gayri Safi Milli Hasilaya (GSMH) katkisi % 8-10 arasindayken ulkemizde bu oran % 17 civarinda kalmistir. Ayrica Turk Sigorta sektoru urettigi prim kadar police sayisini artiramamaktadir. Daha dogrusu sigorta sektorunde prim uretimi artmakta ama sigortali sayisi o oranda artis gostermemektedir. 2007 yilinda sigortacilar prim uretimini yuzde 1388 artirirken police sayisini ancak yuzde 887 artirabilmislerdir. Sigorta bilincinin oturmamis olmasi mevzuat eksikligi sigorta egitimine gereken onemin verilmemesi ve tabi ki bireylerin ekonomik gucleri ile orantili olarak sigorta sektoru ulkemizde diger ulkelere kiyasla cok daha az gelismesine ragmen sigorta sektorumuz hizli bir buyume potansiyeline sahiptir. Sigorta prim uretiminin % 50'ye yakin kismini olusturan motorlu tasit sigortalarinda ise sigorta sektoru yillardir zarar etmektedir. Sigortacilik sektorunun gerek kamu gerekse sektor tarafindan bilinen ancak henuz bir yol haritasi tespit edilmemesi nedeniyle gittikce agirlasan sorunlari bulunmaktadir. Bu sorunlarin basinda hasar maliyetlerinin olmasi gerekenin cok uzerinde olmasi sahte hasarlarin artmasi hasarsizlik indirimlerinin saglikli uygulanamamasi hasar frekansi dusuk ve yuksek sigortalinin ayirt edilememesi police primlerinin hasar maliyetlerine gore belirlenmemis olmasi fiyatlandirmada risk analizi yapilmadan portfoyden pay alma kaygisinin on plana cikmasi arac yedek parcalarinin kalite ve fiyat acisindan farklilik gostermesi ve fiyatlarinin enflasyon ile doviz kurlarinin uzerinde artmasi pert total araclarin illegal yollar ile sisteme geri donmesi luks araclarin sahte ve kacak evraklarla yurt disina kolay cikmasi ve kolay alici bulmasindan dolayi arac calinma olaylarinin artmasidir. Son yillarda sigorta sirketleri Avrupa'daki gelismis ulkelerde yillardir uygulanan bazi yontemleri kendi bunyelerinde uygulamaya baslamislar ve hasar maliyetlerini kontrol altina alma adina onemli adimlar atmislardir. Bu gelismeler sigorta sektorumuz adina motorlu tasit sigortalari kapsaminda kayiplarin onlenmesi acisindan sevindirici gelismeler olsa da hala kat edilmesi gereken cok yol vardir. Bu yuksek lisans tezinde sigorta sektoru temel kavramlariyla ilgili genel bilgiler verilmis Dunya ve Avrupa'da sigorta sektorunun durumu ele alinarak Turkiye'deki sigortacilik faaliyetleri detaylari ile incelenmistir. ulkemizde ve Avrupada'ki motorlu tasit sigortalarinin durumu yasanan kayiplarin ve teknik zararlar ile kapatilan yillarin nedenleri ele alinarak sorunlar icin genel cozum onerileri sunulmustur.en_US
dc.description.abstractHumans always face social, economic and physical risks in their lifetime. In an environment which contains indefiniteness, humans look for protections against risks. Because of this they improved some risk management methods. Insurance is the most important risk management method. Especially in these improving and complicated economic, social and politic conditions risk management and feeling the need for insurance is getting more important.In our country, parallel to the education level, humans ara not conscious about insurance and because of this insurance sector is not developed as far as in the industrialized countries. In industrialized countries, the contribution of insurance sector to GDP is between 8 %-10 % but in our country this contribution is about 1,7 %.Also our insurance sector can not increase the policy number as far as the premium production. In other words, insurance companies increase the premium production but they can not increase the insured number as the same level. At the end of 2007, the insurance sector in our country increased the premiums by 13,88 % but in this period the policy number is increased only 8,87 %. The main reason in increase of policy number is came from life branch. In Non-Life branch the increase is more less than 4 %.In motor insurance branch (Traffic and Kasco insurance) which reflects approximately 50 % of total premium production, insurance companies lose money every year. Our motor insurance sector has problems which are known by every one but becoming more difficult to solve day by day. These problems are: high level of claim costs, high level of fraud in claims, wrong price determination (no risk based price determination because of trying to increase the market share), increasing vehicle spare part prices and labor costs above the inflation and rate of foreign exchange, wrong total loss vehicle applications and increasing number of stolen vehicles.In recent years insurance companies try to adapt some applications from European market to their own structure for efficient control of claim costs. Although these kind of significant developments in our insurance market recently, there is a long way to go to reduce the losses in motor insurance branch.In this study, the concept of insurance, the recent status of World and European insurance market and the detailed position of Turkish insurance sector are examined. Then the motor insurance market which is the main reason for losses in insurance market is examined both in Europe and Turkey. Some comparisons are made between the applications and status in Europe and Turkey then solutions are determined to prevent the losses in motor insurance market in Turkey.en_US
