Avrupa Birligi surecinde sivil toplumun onemi ve TUSIAD'in rolu

Abstract

Turkiye'de sivil toplumun yapisindan yola cikarak sivil toplumun Avrupa Birligi surecine etkisi bu calismanin teorik kismini olusturmaktadir. Arastirma neticesinde Turkiye'nin uyelik surecinde TuSÝAD'in calismalarinin uzun bir gecmise dayandigi ve guclu etkisi bulundugu tespit edilmistir. TuSÝAD 1987 yilindan beri uyesi bulundugu Avrupa ozel sektorunun temsil orgutu BUSiNESSEUROPE'daki (eski adiyla UNiCE) varligi 1996 yilinda acilan Bruksel Temsilciligi 2000 yilinda acilan Ankara Temsilciligi ve 2003 yilinda acilan Berlin ve 2004 yilinda acilan Paris ofisi araciligiyla AB'ye uyum surecini izlemek ve Turkiye'nin bu sureci dogru bir perspektifle gerceklestirmesine katkida bulunmak konusunda deneyim sahibi oldugu gorulmustur. Bu nedenle calismada tek ornekleme olarak TuSÝAD'in aldigi rolun etkileri incelenmistir. Bunu incelerken TuSÝAD'in tarihi yapisi kurulusundan bu yana gecirdigi asamalar siyasetle iliskileri ve AB surecindeki calismalari konu edilmistir. Bu calismayi yaparken TuSÝAD'da gorev almis kisilerin goruslerine basvurulmus birebir soylesiler yapilmistir.

This study aims to examine the impact of the civil society on the process of the full membership, in the light of the experience of Turkey.It concludes that TUSIAD contribution to this process has a long historical background and a strong positive effect.With its membership of BUSINESSEUROPE, (whose old name is UNICE) an organisation representing the private sector of Europe; its agent of Brussels, Washington, Ankara, Berlin and Paris, which are opened in 1996, 1998, 2000, 2003 and 2004 respectively, TUSIAD has the necessary experience needed to monitor and contribute the integration process to EU.With all these reasons, TUSIAD is the unique example which is focused on in this study. I aim to discuss its history, its internal structure, and its relations with the politics. The stages of the development of the organization and its contribution the membership process to the EU is also discussed. To enrich the study, I made interviews with the executive officers who have worked in TUSIAD.
