Authors:

NATO's Evolution and Turkey's Contribution to the Transatlantic Security
Authors:
Publisher and Date:(Uluslararası İlişkiler Konseyi Derneği, 2015)Turkey has been member of NATO for more than six decades. Turkey's contributions to NATO's collective defense have evolved in quantity and quality in step with changes in the ends and means of security. In terms of its contributions to the alliance, two elements of continued stand out. The first one is Turkey's location. Its proximity to zones of risks and threats in NATO's assessments has turned Turkey into an asset. The other element is Turkey's ability to raise and maintain a large army at a ...

NATO-AB ilişkilerinde işbirliği ve çatışma dinamikleri
Authors:
Publisher and Date:(Uluslararası İlişkiler Konseyi Derneği İktisadi İşletmesi, 2014)Soğuk Savaş dönemi boyunca Avrupa-Atlantik bölgesinde güvenlik ve savunma alanında NATO’nun sahip olduğu üstün konum, Avrupa’da kendi kendine yetebilen bir güvenlik mekanizmasının oluşumunu engellemiştir. Soğuk Savaş sonrasında dönüşmeye başlayan NATOAB ilişkilerinde, 1998 St. Malo Zirvesi’nin kazandırdığı ivmeyle temelleri atılan OGSP bir dönüm noktası teşkil etmiştir. Bu tarihten itibaren iki örgüt ilişkilerinde işbirliği fırsatlarının yanı sıra çatışma alanları da belirmeye başlamıştır. ...

Natural Gas Exploitation in the Eastern Mediterranean: A Holistic Approach
Authors:
Publisher and Date:(Kadir Has University Center for Energy and Sustainable Development, 2023)Discoveries of significant natural gas reserves in the Eastern Mediterranean since 2010 have elevated the region’s geopolitical importance from being strictly based on security to one also based on energy and has thus drawn in outside powers that are eager to address their energy-supply security needs. The energy crises triggered first by the supply chain disruptions in 2021 and then the Russia-Ukraine War in 2022 have elevated the region’s importance as a potential energy supplier and transit hub ...

Navigation of autonomous mobile robots in connected groups
Authors:
Publisher and Date:(IEEE, 2008)The navigation of autonomous mobile robots as a group is considered in this paper. Definitions adopted from the graph theory are given to characterize the robot group. A local steering strategy is proposed such that when each robot in the group applies this steering scheme the overall result is that the whole group is displaced without losing its connectivity. This is achieved using only limited-range position sensors and without any communication between the robots.

Navigation of non-communicating autonomous mobile robots with guaranteed connectivity
Authors:
Publisher and Date:(Cambridge Univ Press, 2013)We consider the connectivity of autonomous mobile robots. The robots navigate using simple local steering rules without requiring explicit communication among themselves. We show that using only position information of neighbors the group connectivity can be sustained even in the case of bounded position measurement errors and the occlusion of robots by other robots in the group. In implementing the proposed scheme sub-optimal solutions are invoked to avoid an excessive computational burden. We ...

Near field parameter estimation of moving sources with recursive expectation maximization algorithm
Authors:
Publisher and Date:(IEEE, 2006)In this paper maximum likelihood (ML) estimator is proposed for the joint estimation of the direction of arrival (DOA) and range parameters of moving sources in the near-field of the antenna array. ML estimation algorithm is presented for deterministic signal model. Recursive form of the expectation maximization (REM) algoritm is suggested for the estimation of the near-field parameters because there is not closed form solutions for the maximum likelihood functions. Moreover simulation results of ...

Nearest Fixed Clustering Algorithm (NFCA) for Wireless Sensor Networks
Authors:
Publisher and Date:(IEEE, 2016)The objective of reducing energy consumption at the sensor nodes has become a key research area for wireless sensor networks (WSNs) in recent years. With the steady increase in the cost of energy the existing algorithms and protocols need to be redeveloped. In this paper an energy-efficient routing protocol which forms fixed clusters is proposed. The new cluster head (CH) selections are made based on selecting nearest nodes to the current CH. The proposed protocol includes two phases to achieve ...

Neo-Despotism as Anti-Despotism
Authors:
Publisher and Date:(Sage Publications, 2021)I treat despotism as a virtual concept. Thus it is necessary to expose its actualizations even when it appears as its opposite, refusing to recognize itself as despotism. I define despotism initially as arbitrary rule, in terms of a monstrous transgression of the law. But since the monster is grounded in its very formlessness, it cannot be demonstrated. However, one can always try to de-monstrate it through disagreements. In doing this, I deal with despotism not as a solipsistic undertaking but ...

Neo-developmentalist turn in the global political economy? The Turkish case
Authors:
Publisher and Date:(Routledge Journals Taylor & Francis Ltd, 2018)The 2008 global economic crisis galvanized the debate on neo-developmentalism as the pendulum of economic thinking began to swing away from neoliberalism. The current shift in the modalities of market governance mainly deals with the ways through which industrial policies can be crafted in a more open-economy setting. Accordingly the post-crisis literature turns a keen eye on the state's developmental role in the research and development (R&D) sector in an age of bit-driven' global political ...

Neo-Weberian historical sociology, the English School and differentiated integration in the E
Authors:
Publisher and Date:(Routledge Journals, Taylor & Francıs Ltd, 2020)This article explores the contributions of Neo-Weberian historical sociology of the state and the English School of International Relations theory to our understanding of differentiated integration in the European Union. In doing so, it turns to the English School concept of 'radial empires' to establish differentiation as a structural feature of all centralized entities in international society such as the European Union. It then turns to the concepts of 'sociospatial networks of power' and ...
