Abstract
Cooperation and strategic partnerships are the main concepts utilized in defining current Turkish-Russian relations. This new discourse indicates a fundamental transformation in bilateral relations and the removal of competition from the discourse that has been dominant in the 1990s. In addition, both actors aimed at Eurasia as the target region to further their common interests and bilateral cooperation. That represents another shift in the course of Turkish Foreign Policy making. This study aims at questioning the causes and consequences of the transformation of Turkish-Russian relations in both discourse and action.
