How to Become an HPO? The 4Ps Approach: A One-Way Road to Successful Government Management

Abstract
To be competitive in global markets governments have to increase the attractiveness of their services. Electronic government incentives have made a significant contribution to the modernization of administration and its processes as well as its customer oriented services. Nevertheless lots of governments could not reach a high performance level. In this study the high performance organization (HPO) approach was applied for governments and their agencies
 
focusing on the key success factors for HPO and guidelines developed for governments to become high performance organizations. The results revealed that governments could become high performers by focusing on the 4P approach (people process performance and product) we developed.
