Batman'da mikro kredi deneyimleri

Abstract

Mikro kredi programlari neoliberalizmin hakim iktisadi model haline geldigi ve geli.mekte olan ulkeler arasinda yoksullugun daha ciddi bir sorun olarak tirmanisa gectigi bir donemde hizla yayildi. Bu programlar ozellikle gelismekte olan ulkelerde yoksullugu azaltma istihdam olanaklari yaratma ve sosyoekonomik kalkinmayi saglama amaclariyla faaliyet gostermektedir. Mikro kredi programlarinin buyuk cogunlugu kadinlarin guclendirilmesi hedefiyle kredileri sadece kadinlara vermektedir. Bugun varilan uzlasi mikro kredinin kadinlarin ekonomik sosyal ve siyasal acilardan guclenmelerine onculuk ettigi yonundedir. Ancak bugun gelismekte olan ulkelerdeki kadinlarin onemli bir kismi esnek kismi ve ev eksenli islerde yogunla.makta ve bu onlarin toplumsal olarak yapilandirilmis geleneksel rollerini ve ikincil konumlarini daha fazla pekistirmektedir. Bu durum kadin statusunun gelismesinde bir engel olarak dururken mikro kredi ev eksenli isleri daha fazla tesvik etmekte ve kadinlarin geleneksel rollerine vurgu yapmaktadir. Bu nedenle de mikro kredinin kadin statusunu gelistirme iddiasi tartismali bir konu haline gelmistir. Bu calisma kadinlarin deneyimlerine dayanarak mikro kredinin kadinlarin yasamlari uzerindeki etkilerini ve iddialarinin ne kadar gercekci oldugunu tartismayi amacliyor. Batman'da Turkiye Grameen Mikrokredi Programi'ndan kredi alan 29 kadinla onlarin mikro kredi deneyimlerinin daha kapsamli bir sekilde anlasilmasi icin gorusmeler yapilmistir. Saha calismasi pek cok kadinin mikro krediyi dusuk kazancli ev eksenli islere yatirdigini bazilarinin temel ihtiyaclari icin kullandigini ve bununla borc yuku altina girdigini gostermistir.

Microcredit programs have spread rapidly when neoliberalism became the dominating economic model and the poverty ascended as a more serious problem throughout developing countries. These programs aim at alleviating poverty, creating employment and improving socioeconomic development especially in developing countries.Most of the microcredit programs give credit to only women for the purpose of empowering them. The current consensus is that microcredit leads women?s empowerment in the realms of economic, social and political. However, the fact is that most of the women in developing countries, concentrate on flexible, part-time and home-based works and this situation reinforces their traditional roles and subordination which was constructed socially. While this fact stands as a barrier for improving women?s status, microcredit promotes home-based works and emphasizes on women?s traditional roles. Hence, microcredit?s claim about enhancing women?s status has become a controversial subject.Based on women?s experiences, this study aims to discuss the effects of microcredit on women?s lives as it questions how realistic its claims are. 29 women were interviewed who have taken credit offered by The Turkish Grameen Microcredit Program in Batman to have a deeper understanding of their experiences with microcredit.The field work has shown that many women have invested their credit in home-based works which bring low income and some of them have used it for their basic needs and were burdened with debt.
