Özel emeklilik fonları ve Türkiye'de bireysel emeklilik sistemi üzerine bir araştırma

Abstract

Günümüzde ister gelişmiş isterse gelişmekte olsun, tüm sosyal güvenlik sistemleri çeşitli sorunlarla karşı karşıya kalmıştır. Gelişmiş ülkelerde nüfusun hızla yaşlanması, sağlık hizmetlerinin maliyetlerindeki artış, doğum oranlarındaki azalma, işsizlik oranlarındaki artış ile aile yapısında meydana gelen değişiklikler sosyal güvenlik sisteminin finansman yükünü artırırken, gelişmekte olan ülkelerde ise sosyal güvenliğe ayrılan kaynakların yetersizliği, kayıt dışı istihdam, aktif-pasif dengesinin bozulması, siyasi iktidarların sosyal güvenlik sistemlerine gereksiz müdahaleleri, ekonomik dalgalanmalar, enflasyon gibi nedenler sosyal güvenlik sistemlerinde krize yol açmıştır. Dünya genelinde sosyal güvenlik alanında yaşanan kriz, sistemde reform ve yeniden yapılanma gerekliliğini doğurmuştur. Bu yapılanmanın bir neticesi olarak ortaya çıkan özel emeklilik fonları bazı ülkelerde, kamu emeklilik plânlarının yerini alırken, bazı ülkelerde mevcut kamu emeklilik plânlarını tamamlamaktadır. Dünyada ?Kurumsal Yatırımcı? kavramı içinde en büyük bölümü oluşturan özel emeklilik fonları, gerek gelişmiş piyasalarda, gerekse gelişmekte olan piyasalarda oldukça büyük boyutlara ulaşmıştır. Türkiye'de sosyal güvenlik sistemimizin içinde bulunduğu durum, bu alanda yeniden yapılandırma arayışlarını hızlandırmış ve sermaye piyasalarının gelişiminde uzun vadeli özel emeklilik fonlarının oluşturulmasını bir zorunluluk olarak gündeme getirmiştir. Özel emeklilik fonlarının gelişimi ise, bireylerin sisteme bakış açılarını ve sistemden beklentilerini önemli hâle getirmiştir.

Today, all social security systems, whether advanced/developed or developing, have faced with variety of problems. In developed countries, while rapid ageing of the population, increase in the cost of medical/health services, decrease in birth rates, rise in unemployment rates and changes occurred in family structure have increased the financial burden of social security system, in developing countries on the other hand, reasons such as inadequate sources allocated to social security, unregistered employment, corruption of the active-passive balance, unnecessary interference of governments to social security systems, economic fluctuations, inflation have led to crises in social security systems. Crises experienced in the social security field in the world has revealed the need for reform and restructuring in the system. While private retirement funds arisen as a result of this restructuring have replaced the public retirement plans in some, in other countries on the other hand, they have complemented existing public retirement plans. Private pension funds that form the largest part within ?Institutional Investor? concept has reached to large extends in both developed and developing markets. The state of social security system in Turkey has accelerated the search for restructuring and brought up the formation of timed private pension fund as an obligation. Development of private pension funds on the other hand has made individuals? standpoints towards the system and their expectations from the system important.
