Article Citation Count: 0The 1921 Constitution and Beyond: Any Inspiration After 100 Years?(Istanbul University Press, 2022) Arat, Nilay; Topukçu, A.The 1921 Constitution has mostly been considered as a unique piece of legal document in Turkish Legal History with regard to the time it was written, the conditions under it was created, the necessity it touched and the era it changed. The 1921 Constitution had been assessed by scholars, bureaucrats, politicians and lawyers in different times from distinct perspectives. It has got special attention lately as regards to the discussions on constitution-making processes. Even after 100 years, many of its features inspire today's constitutional discussions as the 1921 Constitution touches even today's sociological, political and legal needs. In this context, this paper aims to assess the 1921 Constitution first by pointing out the unique features; then, gives try to answer a question posed whether the 1921 Constitution is a constitution itself, or not. This trial is done under the double constitution period discussions and by pulling out the deficiencies of the 1921 Constitution. Subsequently, the box of inspirational touches of the 1921 Constitution to 100 years beyond is opened. In that sense, it has been found that the understanding of sovereignty that brings it down to its origin “earth/humankind”, the idea of local democracy and the vision on fundamental rights and freedoms that open the door to modern understanding of rights on this part of the world, could be drawn/inherited for today's constitutional making processes. © 2022 Istanbul University Press. All Rights Reserved.Article Citation Count: 0Adaptation to nocturnal intermittent hypoxia in sleep-disordered breathing: 2,3 diphosphoglycerate levels: a preliminary study(2002) Öztürk, Levent Mukadder; Mansour, Banu; Pelin, Zerrin; Çelikoğlu, Firuz; Gökhan, NuranAn inexpensive method for determining significant sleep-related hypoxemia would be beneficial for patients being investigated and treated for sleep-disordered breathing in order to distinguish hypoxic patients from those without nocturnal hypoxemia. Since 2,3 diphosphoglycerate (DPG) which profoundly affects dissociation of O2 from hemoglobin is an instrumental substance in determining the O2 affinity of blood it becomes important to consider in what extent the nocturnal intermittent hypoxemia may change the levels of 2,3 DPG. In this study we tested the hypothesis that 2,3 DPG levels of hypoxic SDB patients may be higher than that of nonhypoxic SDB patients and normal controls. Fourteen SDB patients were participated the study seven with hypoxia (hypoxic group) who spent more than 10 minutes during sleep with SaO2<90% (mean 71 minutes) and seven SDB patients (nonhypoxic group) who spent less than 10 minutes during sleep with SaO2<90% (mean 6 minutes). Seven healthy non-smoking subjects were included as a control group. After giving informed consent all participants underwent a venous blood sampling performed between 07:00 and 08:00 a.m. Blood 2,3 DPG levels were measured by using spectrophotometry. 2,3 DPG levels were 1.84±0.44 1.68±0.18 and 1.71±0.11 mmol/mL in hypoxic nonhypoxic and control groups respectively (p>0.05). In conclusion to our knowledge this is the first study that has evaluated 2,3 DPG levels in hypoxic and nonhypoxic types of SDB patients. Chronic intermittent hypoxia which is entirely a different entity from sustained hypoxia did not lead to increases in 2,3 DPG levels in both hypoxic and nonhypoxic SDB patients.Article Citation Count: 9Affective modulation of working memory maintenance: The role of positive and negative emotions(University of Economics and Human Sciences in Warsaw, 2021) Gökçe, Ahu; Zinchenko,A.; Annac,E.; Conci,M.; Geyer,T.The present study investigated the impact of task-irrelevant emotional images on the retention of information in spatial working memory (WM). Two experiments employed a delayed matching-to-sample task where participants had to maintain the locations of four briefly presented squares. After a short retention interval, a probe item appeared and participants were required to indicate whether the probe position matched one of the previously occupied square positions. During the retention interval, task-irrelevant negative, positive, or neutral emotional pictures were presented. The results revealed a dissociation between negative and positive affect on the participants’ ability to hold spatial locations in WM. While negative affective pictures reduced WM capacity, positive pictures increased WM capacity relative to the neutral images. Moreover, the specific valence and arousal of a given emotional picture was also related to WM performance: While higher valence enhanced WM capacity, higher levels of arousal in turn reduced WM capacity. Together, our findings suggest that emotions up- or down-regulate attention to items in WM and thus modulate the short-term storage of visual information in memory. © 2021 University of Finance and Management in Warsaw. The study analyzes the reciprocal effects of robotization on different generations and presents the analysis of the effects of age groups on the robotization of countries. Based on an instrumentalization of the System GMM estimation method of a dynamic panel dataset of 28 selected countries over 2004 and 2016, the results show that the number of young workers is affected negatively from robotization, whereas there is a positive impact of robot adoption on old workers. Evidence further suggests that robotization is triggered by the density of young workers in the workforce of the country. Aluminum (Al) electrode was used for the treatment of leachate in the SMEBR and Al accumulation was detected. This study aims to examine Al accumulation in the treatment of leachate with high organic content in the SMEBR system. The Al values obtained were plotted on a graph using MS Excel, and Mann–Whitney U test was used to determine whether there is a statistical difference between the observed Al values. Also, correlations between Al accumulations and conductivity and TOC in SMEBR and SMBR were evaluated. Resultantly, it was found that relationship between Al and conductivity is very weak, correlation between Al and TOC% is a weak-moderate, the Al accumulation in the SEMBR has a linear relationship with time and there is a very strong correlation between the two variables (R2= 0.7591). Its correlation with time in the SMBR is moderate (R2= 0.3316). Istanbul is a center of trade, tourism, and industry; 60 % of total logistics activities take place in Istanbul. At the same time, capacities, infrastructures, and performance of logistics system are affecting the logistics systems and industries of European countries and neighborhoods. However, solving the urban logistics problems have become regional and global ones and especially European countries, industries, and their commercial actors cannot ignore these problems. In addition to urban freight flows, high volume of international and domestic cargo flows causes different problems related to urban logistics. On the other hand, Istanbul has the different logistics nodes as airports, organized industrial zones, business centers, whereas logistics networks and links between nodes are not required level. This study focuses on the logistics nodes, relationships, opportunities and facilities of transportation, and effects of intermodal freight terminals to solving problems of the insufficient connections between these nodes. © Springer International Publishing Switzerland 2016.Article Citation Count: 0Balancing the here and there: Transnational mobilities of moroccan middle-class professionals in Istanbul(Berghahn Journals, 2015) Ritter, ChristianThis article explores the ways Moroccan middle-class professionals residing in Istanbul have forged transnational connections since the 2006 free trade agreement between Turkey and Morocco. Based on ethnographic fieldwork the article finds that research participants embrace three interdependent mobilities - imaginative corporeal and virtual. First Moroccan television viewers imaginatively internalise images of Turkish society through Turkish programmes broadcast in Morocco. Then Moroccan nationals engage in physical travel to Turkey initially as tourists but later also as job seekers. Finally Moroccan residents of Istanbul travel virtually to keep in touch with friends and family through media such as online platforms and instant messaging applications. The evaluation of our findings with root mean square error (RMSE) performance score enhances the robustness of the prediction model constructed. The new method automatically yields the matching network topology with characteristic impedances of the commensurate lines. In the implementation process of the new technique first the driving point impedance data of the matching network is generated by tracing a pre-selected transducer power gain shape without optimization. Then it is modelled its it realizable bounded-real input reflection coefficient in Richard domain which ill turn yields the desired equalizer topology with line characteristic impedances. This process results in an excellent initial design for the commercially available computer aided design (CAD) packages to generate final circuit layout for fabrication. An example is given to illustrate the utilization of the new method. Blood sampling for CRP measurement in patients undergoing PCI: 116 consecutive patients who underwent single vessel PCI were evaluated. Exclusion criteria were multilesion PCI, total occlusion, left ventricular ejection fraction < 30%, left bundle branch block and intercurrent inflammatory conditions known to be associated with an acute phase response. Major adverse coronary events (MACE) were defined as the occurrence of death, fatal or nonfatal myocardial infarction, and need for coronary artery revascularization with either bypass grafting or repeat angioplasty. End-points were assessed at hospital discharge, 30 days, 3 and 6 months following the index procedure. 62 (53%) patients had CRP levels < 0.5 mg/dl, and 54 (47%) had > 0.5 mg/dl. There were no significant difference in the occurrence of MACE in early in-hospital and 30 days follow up periods, between the two groups (0 vs. 5.5%) (p = ns) whereas the incidence of MACE after 3 months of the procedure was significantly different between the two groups (1.6 vs. 11%) (p < 0.05) and also after 6 months (9.5 vs 24.5%) (p < 0.05). The negative predictive value of CRP measurement is 98.4%. High levels of pre-procedural CRP show association with the higher incidence of MACE after 3 months of the follow-up period and negative CRP tests seems to have high predictive value to compare the patients who will be free of MACE after successful PCI. Time series data of strong, large (EV1) and weak, small (EV2) two earthquake events were analyzed by dividing them into three different regions. Fractal dimensions of the EV1 and EV2 were produced using the box-counting algorithm for east-west (BHE), north-south (BHN), and vertical (BHZ) components. The small, weak earthquake, EV2, created a larger fractal dimension in phase space by implying its random nature in all regions. However, EV1 is a strong, large earthquake that presents deterministic oscillatory behavior at a long-time region. Oscillatory behavior can be named surface wave. EV2 exhibits weak, high-frequency ground oscillations similar to fibrillation before and after the earthquake in the long-term areas. © 2023, Symmetrion. This contract creates a continuing obligation for each party. Commercial agency contract is not defined in any Act but commercial agent is defined in Turkish Commercial Code. Therefore, it is important to compare commercial agency contract with similar agreements in order to determine the legal nature of the contract and provisions to be applied to the contract in case of a legal conflict. Agency contracts have some differences and similarities with similar contracts such as exclusive distribution, franchising, brokerage, and commission contracts. Agency contract, unlike brokerage and commission, is a permanent contract. Recognition of monopoly in an agency contract is not a necessary element. Twenty patients (13 men and 7 women; mean age, 67.9 ± 7.6 yr) underwent off-pump coronary artery surgery. Intraoperative transit-time flow measurement of grafts was performed measuring maximum, minimum, and mean flows. For each graft, the pulsatile index was calculated by dividing the difference between the maximum and the minimum flow by the mean flow. In the early postoperative period (1st week), magnetic resonance flow mapping was performed using phase contrast flow quantification. Mean intraoperative flow values and mean magnetic resonance flow mapping values were compared. At the same postoperative session, contrast-enhanced magnetic resonance angiography was performed to evaluate graft patency. In 20 patients, a total of 49 coronary graft flows were assessed with intraoperative transit-time flow measurement and postoperative magnetic resonance flow mapping. Upon comparison, there was a strong correlation between techniques, with stable and statistically significant differences between the intraoperative and postoperative flow mapping values. One saphenous vein graft was revised intraoperatively, due to graft failure. Our data suggest that the combined use of intraoperative transit-time flow measurement and postoperative magnetic resonance flow analysis has a potential role in the assessment of graft patency in off-pump coronary artery surgery, although more study is required.Article Citation Count: 10Competitive intelligence and information technology adoption of SMEs in Turkey: Diagnosing current performance and identifying barriers(Halmstad University, 2013) Wright, Sheila; Bisson, Christophe; Duffy, Alistair P.The need for SMEs to behave in a more concise and coherent competitive fashion is well recognised. This study reports on an empirical study of SMEs in Turkey. Their responses were applied to a behavioural and information technology adoption framework which enabled the identification of areas where changes would be required for these firms to begin operating at a higher level of competence. The findings revealed significant scope for improvements on all strands of the diagnostic framework: attitude gathering location technology support IT systems support and finally use of intelligence-based output by decision-makers. The runoff coefficient defined as the ratio of the streamflow to the precipitation, plays a key role in the calculation of the surface water yield of water catchment areas. In this paper, we present the computation of monthly runoff coefficients for an accurate estimation of the yield of the catchment areas. We obtain statistical parameters for monthly temperatures and precipitation, based on 105-year data recorded at Istanbul Kandilli Observatory, modeled as Gaussian and Rayleigh distributed random variables, respectively. We run simulations to predict temperatures and precipitation over a horizon extending to 2100. We apply Turc's formula and Thornthwaite method to obtain monthly runoff coefficients based on long-term data. This paper introduces a comprehensive hybrid approach, blending clustering methods with multiple advanced regression models, to accurately predict daily courier payout cash-flows. By utilizing real-world data from e-commerce operations, our methodology estimates the daily financial outflows for courier payments, a critical component for adapting to the dynamic and unpredictable nature of crowdsourced logistics. Our approach includes a thorough comparative analysis of several stateof-the-art regression models-namely, XGBoost Regressor, LightGBM Regressor, and Facebook’s PROPHET-in conjunction with clustering techniques that categorize similar cross-docks based on distinct characteristics. This integrated, hybrid strategy aims to provide precise daily financial predictions for each cross-dock, which is crucial for robust financial planning and effective resource allocation. The practical implications of this research are significant, offering logistics companies a powerful tool to navigate the complexities of e-commerce environments.
