    Engineered Migration at the Greek-Turkish Border: a Spectacle of Violence and Humanitarian Space

    In February 2020, Turkey announced that the country would no longer prevent refugees and migrants from crossing into the European Union. The announcement resulted in mass human mobility heading to the Turkish border city of Edirne. Relying on freshly collected data through interviews and field visits, this article argues that the 2020 events were part of a state-led execution of 'engineered migration' through a constellation of actors, technologies and practices. Turkey's performative act of engineered migration created a spectacle in ways that differ from the spectacle's usual materialization at the EU's external borders. By breaking from its earlier role as a partner, the Turkish state engaged in a countermove fundamentally altering the dyadic process through which the spectacle routinely materializes at EU external borders around the hypervisibilization of migrant illegality. Reconceptualizing the spectacle through engineered migration, the article identifies two complementary acts by Turkish actors: the spectacularization of European (Greek) violence and the creation of a humanitarian space to showcase Turkey as the 'benevolent' actor. The article also discusses how the sort of hypervisibility achieved through the spectacle has displaced violence from its points of emergence and creation and becomes the routinized form of border security in Turkey.

    Floodgate politics: Europe’s externalisation policies and Turkey’s response

    Turkey sits at the axis of long-standing externalisation policies of the Global North and the West and Europe’s so-called ‘periphery’. Since 2015, it has played a particularly active role in resisting and leveraging its political power in response to the European Union’s refugee externalisation policies. This chapter examines the impact of the European Union’s externalisation policies on Turkey, and, in turn, Turkey’s response. The chapter shows how Turkey, using the notion of ‘floodgates’ as political leverage, capitalises on migration diplomacy gaining financial benefits and political leverage. This study demonstrates the heterogeneous nature of externalisation processes and the way they shape and transform geopolitical relationships.     Türkiye Göç Rejiminin Son 10 Yılı: Kullanıp Atılabilir Emekten Harcanmış Bedenlere

    Bu tez, son on yılda Türk uluslararası koruma rejiminin mekanizmalarını ve işleyişini anlamayı amaçlamaktadır. İlk olarak, göçmen yasadışılığının Türk uluslararası koruma rejimi içinde şehir tabanlı bir kayıt sistemi aracılığıyla nasıl ve neden üretildiği sorusunu ortaya koymaktadır; ve ikinci olarak, göç yönetiminin artan güvenlikleştirilmesinin bu üretimi zaman içinde nasıl değiştirdiği. Çalışma, Türkiye'deki enformel işgücü piyasasında fiili yasadışı göçmenlerin üretken rolünü ortaya koymak için yasadışılığın yasal üretimine ilişkin bursu temel almaktadır; ve giderek artan sayıda göçmenin sınır dışı edilmesine odaklanan son zamanlarda giderek daha fazla güvenlikleştirilen göç politikasını ve uygulamalarını anlamak için insanların atık olarak üretilmesini temel almaktadır. Bu çalışma, birbiriyle ilişkili iki argüman oluşturmaktadır. Öncelikle, belli bir süre boyunca, şehir bazlı kayıt sistemi, izinsiz ancak tolere edilen göçmen hareketliliği sebebiyle yasadışılığın üretilmesinde birincil mekanizma olarak işlev görmüş ve bu da enformel iş gücü piyasasında konumlandırılabilecek ucuz ve harcanabilir bir göçmen nüfusunun üretilmesiyle sonuçlanmıştır. Ancak, daha önce baskın olan bu yasadışılık üretim biçimi, 2022'den bu yana göç yönetişiminin artan güvenlikleştirilmesiyle kademeli olarak değişmiş ve bu da artık iş gücü piyasasına geri dönüştürülemeyen 'gereksiz' bir göçmen nüfusunun yaratılmasıyla sonuçlanmıştır. Bu değişiklikler üzerine inşa edilen bu çalışmanın ikinci ve orijinal argümanı, göçmenlerin artık yalnızca belirli bir mekanizma yoluyla harcanabilir iş gücüne dönüştürülmediği, aynı zamanda zorunlu iç hareketlilik gibi farklılaştırılmış ve çoğaltılmış 'insan atığı' üretim tekniklerine tabi tutulduğu ve bunun da sınır dışı edilmelerine zemin hazırladığıdır. Dolayısıyla, bu yeni üretim biçiminin tekniklerini ortaya koyarak, bu tez, Türk göç yönetişiminin, bertarafları için 'harcanmış insanlar' üreten bir rejime dönüştüğünü ortaya koymaktadır. Bu nitel araştırma, Ağustos 2023 ile Mart 2024 arasında STK çalışanları, paydaşlar, belediye yetkilileri ve göçmenlerin kendileriyle gerçekleştirilen 50 yarı yapılandırılmış derinlemesine görüşmeden oluşan saha çalışmasıyla toplanan birincil verilere ve ayrıca 2014-2024 yılları arasında konuya ilişkin mevcut belge, rapor, resmi açıklama ve basın bültenlerinin analizine dayanmaktadır.

    Powered by Secrecy: Contesting Imaginaries of Migration Governance in Turkey

    In light of a growing body of literature on migration and border governance engaging with the legal and institutional production of heterogenous forms of non-knowledge, this article aims to contribute to this scholarship by attending to the role of secrecy through the case of Turkey. This paper turns the spotlight on the migration governance in Turkey by investigating the ways in which secrecy is perceived, contested, and reconfigured by civil society actors. The article argues that the extensive use of secrecy engenders perceptions that vacillate between two opposing imaginaries: the central migration authority as an incompetent entity and as a security agency with an aura of omnipotence. By drawing on and subverting Luc Boltanski’s notion of domination as a reality-stabilising function, we propose that the undecidable nature of the migration governance enables a form of domination hinging on the destabilisation of reality in the eyes of subjects that are paralysed, disarmed, and disabled to cope with the policies in practice. © 2024 Taylor & Francis Group, LLC.
