    Enerji güvenliği, ana amacı İttifak üyelerini askeri tehditlere karşı savunmak olan NATO’nun öncelikli konu başlıkları arasına ancak son on yılda girebilmiştir. Bu çalışmada, NATO’nun Soğuk Savaş sonrası dönemde düzenlenen zirvelerinde yayınlanan zirve bildirgeleri ve stratejik konseptler ile çeşitli NATO zeminlerinde yapılan tartışmalar ışığında, enerji güvenliğinin NATO için taşıdığı anlam ve önem üzerinde durulmaktadır. NATO’nun enerji güvenliği kavramına yaklaşımı değerlendirilerek, önümüzdeki süreçte enerji güvenliği konusunun NATO çerçevesinde ne yönde şekillenebileceği ortaya konmaya çalışılmaktadır.

    The Eu's Security Actorness in the South Caucasus Region After the August 2008 War

    Regionalism has always been in the international era. Regionalism studies has attracted the attention of academics since the end of the Cold War. However, regionalism is divided into two waves as old and new regionalism. The former appeared after the end of World War II (the 1950s) and became influential until 1980s. The latter appeared after end of the Cold War (1980s onwards). There are some distinctions between the two waves of regionalism in terms of the structure, arguments and interest areas. However; there is a transitionary period within them which leads to continuation of mutual characteristics. It is important to evaluate the regionalism approach in historical and world context. After deep evaluation of the regionalism with its two waves; the thesis will explain the Regionalism in the European Union. The new regionalism constitutes the main period which explains the foreign policy relations of the EU with respect to both its internal and external dynamics. The new regionalism approach of the EU provides a coherent framework to understand the EU's neigbourhood policies in the South Caucasus region. This thesis focuses on a specific policy tool and period from the security dimension perspective: The Eastern Partnership Policy and the August 2008 War. The historical background and historical context are taken into consideration in order to analyze the EaP after the end of the August 2008 War.

    Turkish Efforts in Peacekeeping and the Introduction of the Tubakov Dataset: an Exploratory Analysis

    This study introduces the TUBAKOV dataset which offers extensive data on 57 peacekeeping operations (PKOs) that Turkey has contributed to between the years 1988-2015. TUBAKOV improves existing data in several ways. First it draws data from governmental resources that have not been previously used. Second Turkey's contributions for each PKO are presented both at the levels of PKO and PKO-contribution year format. The website of the dataset also allows access to qualitative data such as primary text sources hence facilitating qualitative and multi-method research on peacekeeping. Preliminary analyses indicate that the frequency nature and the geographic focus of Turkey's contributions to peacekeeping operations demonstrate a significant shift with the new millennium. Preliminary findings offer interesting insights to the changing characteristics of Turkey's PKO involvements relating to the content geography and timing of these contributions over the time period covered by this dataset.

    Ağustos 2008 Rus-Gürcü savaşının yarattığı sonuçlar sadece Kafkasları değil, neredeyse tüm küresel dengeleri derinden etkilemiştir. Savaşın başlattığı olaylar zincirinin, son dönemde bölgesel bir güç olarak içinde yer aldığı coğrafyalarda aktif bir dış politika izleme iddiasındaki Türkiye’ye etkisi doğrudandır. Gelişmelere gösterilen tepkiler ve şekillendirilmeye çalışılan “yeni” bakış açısı, çevresinde istikrarı sağlamaya ve sorunlara çözüm üretmeye çalışan bölgesel bir aktör olarak konumlanan Türkiye’nin politikalarının tartışılmasına neden olmuştur. Kafkaslar, “komşularla sıfır sorun”, “sorun değil çözüm üreten ülke” ve “ritmik diplomasi” gibi bir takım yeni söylemlerle, yeni ve etkin bir dış politika çizgisi oluşturmaya çalışan Türkiye’nin, dış politika süreçleri ve etkinliğinin izlenebileceği ilgi çekici örneklerden biri haline gelmiştir. Kafkasya’da yaşanan gelişmelere yönelik olarak Türkiye’nin izlediği politikalar, genel olarak Türk dış politikasının seyrini, hedefl erini ve dış politika yapım süreçlerini anlamada yardımcı olacaktır. Bu çalışma, Türkiye’nin Ağustos 2008 sonrası dönemde Kafkaslarda izlediği dış politikanın kapsamlı bir değerlendirmesini yapmaktadır.

    Rekabet ve İşbirliği İkileminde Yönünü Arayan Türk-rus İlişkileri

    Son dönem Türk-Rus ikili ilişkileri, işbirliği ve stratejik ortaklık söylemleri etrafında tanımlamaktadır. 1990’lı yıllara hâkim olan rekabet söyleminin yerini alan bu yeni bakış açısı, TürkRus ikili ilişkilerinin seyrinde temel bir dönüşüme işaret etmektedir. İki ülkenin ilişkilerini geliştirirken işbirliğinin boyutlanmasını sağlayacak hedef bölgesi olarak, 1990’lı yıllarda rekabetin en yoğun biçimde yaşandığı Avrasya’yı seçmesi ise, Türk Dış Politikasının genel çizgisi ve ikili ilişkilerin seyri açısından, yaşanan dönüşümün farklı bir yönüne işaret etmektedir. Bu çalışmada, Türk-Rus ilişkilerinde yaşanan dönüşümün sebepleri ve sonuçları hem söylem hem de eylem boyutunda ve tarihsel süreç dikkate alınarak sorgulanmakta; bu dönüşümün Türkiye’nin Avrasya söylem ve politikalarına yansımalarının yanı sıra, Türk kamuoyu ile dış politika yapıcılarının rol tasavvurlarında gerçek bir dönüşümün söz konusu olup olmadığına cevaplar aranmaktadır.

    Turkey and the Changing Energy Geopolitics of Eurasia

    While Turkeys geographical location is usually viewed as a major advantage in the energy sphere since many countries in its immediate neighbourhood require active Turkish collaboration in order to export or import oil and natural gas via economically feasible pipeline projects the ongoing political economic and military conflicts between the same global and regional actors not only negatively affect the development of the energy transportation routes in Eurasia but also present a major foreign policy challenge for Ankara that has traditionally sought to maintain a careful balance in its relations with the West and Russia. The goal of this article is to elaborate on the influence of such geopolitical factors in evaluating Turkeys role in terms of the oil and natural gas pipelines that are either planned or already under construction to connect the various sub-regions of Eurasia. Employing a traditional geopolitical approach it seeks to understand what kind of geopolitical factors come into play regarding Turkey's role in the changing energy geopolitics of Eurasia and in what ways these geopolitical factors strengthen or weaken Turkeys objective to be perceived as a regional energy hub by other actors.

    An Analysis of Turkish Foreign Policy Toward the Turkic World: Identity and Institutionalisation

    The evolving identity literature pays insufficient attention to interactions among states that share a common or similar identity. As a result, this dissertation prefers to investigate inter-state relations among states that claim a common or similar identity. It reveals states' historical experiences and questions the extent of cooperation and the motivations for collaboration in a single framework. Understanding Turkic identity and its influence on Turkish Foreign Policy, revealing Turkey's and the Turkic World's historical experiences, and questioning the motivation of states in relations between Turkey and the Turkic World, primarily through the Organization of Turkic States, have been chosen as foci in this regard. The Turkic World became of particular interest to international relations and political science researchers at the end of the twentieth century due to its geopolitical and geostrategic location and the potential of its natural resources. As a result, during this period, the quantity of research on the dynamics of the Turkic World and relations between Turkey and the Turkic World founded on common identities, values, and goals increased. This research investigates Turkic identity and its impact on Turkish foreign policy, particularly since the dissolution of the Soviet Union. In this regard, it examines Turkey's foreign policy from Özal's administration in 1989 to the AKP's presidency in 2023. The historical context of Turkish Foreign Policy and the institutional progress in Turkey-Turkic World interactions from the first Turkic-speaking states' summits (Ankara Summit on October 30-31, 1992) to the Organization of Turkic States have been investigated, and the findings presented herein to analyze Turkish Foreign Policy over the last three decades and comprehend the Turkic identity's influence on it.

    Turkey's Rapprochements With Greece and Armenia: Understanding Path Breaking Steps

    This comparative analysis considers the Turkish-Greek rapprochement and the Turkish-Armenian rapprochement processes with a three-dimensional approach. Although the deep-rooted conflicts between neither Greece and Turkey nor Armenia and Turkey were resolved via these processes, the bilateral relationships between the countries have significantly differed. This paper argues that two key main reasons lie behind this difference: the nature of the initiatives taken during the two processes and the influence of external actors on the course of the bilateral relations between Turkey and Greece, on the one hand, and Turkey and Armenia on the other hand.

    Escalating Rivalries and Diverging Interests: Prospects for Stability and Security in the Black Sea Region

    The Black Sea region is increasingly becoming a priority on the international agenda. In fact a regional approach is emerging as actors understand that common problems need to be addressed jointly. Nevertheless cooperation efforts are hampered by a number of factors such as uneven economic and political development within and among countries nationalist forces and longstanding animosities between regional players. In this context it is imperative to foster sound policies aimed at strengthening dialogue and cooperation so as to contain and ultimately resolve conflicts with peaceful means. However there is little policy-oriented research on the challenges and opportunities for cooperation in the Black Sea region. This study is primarily devoted to exploring and understanding the security environment and the main threats to security and stability in the Black Sea region.
