Abstract
Gürcistan, bağımsızlığın ilan edildiği 1990’lı yıllardan bu güne zayıf siyasi, ekonomik ve
finansal yapısı ile etnik sorunlarıyla sürekli olarak bir başarısız devlet görüntüsü sergiledi. Ülkede güçlü, demokratik ve kapsayıcı bir siyasi liderin çıkmaması, etkin muhalefetin oluşamaması birçok sorunlara yol açtı. Gürcistan’ın kısa vadeli geleceği, 2012’de
yapılacak parlamento seçimleriyle nasıl bir parlamento oluşacağı ve 2013’te yapılacak
başkanlık seçimlerinin nasıl seyredeceği konusuna bağlıdır. Seçimlerden sonra yürürlüğe girecek anayasa değişikliklerinin nasıl bir düzen oluşturacağı, Saakaşvili’nin siyasi tavrı ve geleceği, Gürcistan’ın ana gündemini belirleyecektir. Gürcistan’ın en büyük
sorunu, Saakaşvili’nin karşısına 2003–2004 dönemindeki gibi etkili ve güçlü bir yeni
Saakaşvili’nin çıkmamış olmasıdır. Saakaşvili’nin Rusya’dakine benzer bir “Putin-Medvedev” senaryosunu mu tercih edeceği yoksa farklı ve demokratik bir yol mu izleyeceği
henüz belirsizliğini korumaktadır.
Georgia has been displaying the characteristics of a failing state since the early 1990s with its weak political structure, lack of a national financial system, rampant ethnic strife and illegal armed groups. To complicate the matters more, the control of state over its national territory was compromised and the involvement of foreign powers worsened the situation. The main poblem in current Georgia is the lack of opposition and the emergence of strong presidential candidate alternative to Saakashvili. Georgia’s short term political future depends on 2012 parliamentary elections, parliament’s composition and 2013 presidential elections. The new constitution will come into force after parliamentary elections. The new political order, Saakashvili’s political attitudes, oppoistion’s structure and other ethnic and political problems would be the main issues in Georgia’s political agenda. Saakasvili’s political choice regarding Georgia’s political future and the change of power is still unclear.
