Abstract
Türkiye'de özellikle İstanbul'da son yıllarda gerçeklesen kentsel dönüsüm uygulamalarının kent merkezinden dıslanmayı dogurdugu görülmektedir. Böylece dışlanma, kentsel dönüşümün sadece dogal bir sonucu degil, kentsel ekonominin yeniden yapılandırılması sürecinde kentsel mekanın fiziksel ve sosyo-ekonomik iyileştirilmesi amacıyla beklenilen ve istenilen çıktısıdır. Oysa kendilerinin de ifade ettiği gibi şimdiye kadar yaşayageldikleri yerlerden memnunlardır. Tek problemleri genel bir sorun olan derinlesen yoksulluk ve sehrin dıs çeperlerine itilerek bir nevi yok sayılmalarıdır. Sulukule'de yapılan Neslisah ve Hatice Sultan Mahalleleri Yenileme Projesi de belediye ve TOK tarafından bu yoksulluk içinde baslatılmış ve birçok suç unsurundan sorumlu tutulan halkı daha da dıslanmıs hale getirmistir. Bugün devletin gösterdigi konutlarda yasamayan ama Sulukule.den de çıkarılan halk stanbul merkezinde yasama konusundaki ısrarlarını sürdürmekte ve tüm yoksulluklarına rağmen kenti terk etmemekte kararlı görünmektedirler.
It is seen that the urban transformation applications particularly realized in the last years in Istanbul in Turkey require exclusion from the city centers. In this way, the exclusion is not only the natural consequence of the urban transformation but also expected and desired output for physical and socioeconomic improvement of the urban location within urban transformation. However, as specified by them as well, they have been very happy with their living places. Their only problem is the deepening poverty and their ignorance after pushing them to outer city limits. The Project Neslişah and Hatice Sultan Neighborhoods Renovation Project by Fatih Municipality in Sulukule has been started by the Municipality and TOKI in this poverty, and the people accused of many crimes have been more alienated. Today, the people who do not live in the residences shown by the State but excluded from Sulukule insist on living in Istanbul center, and seem determinant not to leave the city despite all such poverty
