Article The 1921 Constitution and Beyond: Any Inspiration After 100 Years?(Istanbul University Press, 2022) Arat, N.; Topukçu, A.The 1921 Constitution has mostly been considered as a unique piece of legal document in Turkish Legal History with regard to the time it was written, the conditions under it was created, the necessity it touched and the era it changed. The 1921 Constitution had been assessed by scholars, bureaucrats, politicians and lawyers in different times from distinct perspectives. It has got special attention lately as regards to the discussions on constitution-making processes. Even after 100 years, many of its features inspire today's constitutional discussions as the 1921 Constitution touches even today's sociological, political and legal needs. In this context, this paper aims to assess the 1921 Constitution first by pointing out the unique features; then, gives try to answer a question posed whether the 1921 Constitution is a constitution itself, or not. This trial is done under the double constitution period discussions and by pulling out the deficiencies of the 1921 Constitution. Subsequently, the box of inspirational touches of the 1921 Constitution to 100 years beyond is opened. In that sense, it has been found that the understanding of sovereignty that brings it down to its origin “earth/humankind”, the idea of local democracy and the vision on fundamental rights and freedoms that open the door to modern understanding of rights on this part of the world, could be drawn/inherited for today's constitutional making processes. © 2022 Istanbul University Press. Docking methods are often inaccurate and the results have to be refined and re-ranked to obtain native-like complexes and remove outliers. In a previous work we introduced AccuRefiner a machine learning based tool for refining protein-protein complexes. Given a docked complex the refinement tool produces a small set of refined versions of the input complex with lower root-mean-square-deviation (RMSD) of atomic positions with respect to the native structure. The method employs a unique ranking tool that accurately predicts the RMSD of docked complexes with respect to the native structure. In this work we use a deep learning network with a similar set of features and five layers. We show that a properly trained deep learning network can accurately predict the RMSD of a docked complex with 1.40 angstrom error margin on average by approximating the complex relationship between a wide set of scoring function terms and the RMSD of a docked structure. The network was trained on 35000 unbound docking complexes generated by RosettaDock. We tested our method on 25 different putative docked complexes produced also by RosettaDock for five proteins that were not included in the training data. The results demonstrate that the high accuracy of the ranking tool enables AccuRefiner to consistently choose the refinement candidates with lower RMSD values compared to the coarsely docked input structures.Article Açık kalp cerrahisi sonrası vertebral osteomiyelit mediastinitin önemli bir komplikasyonu(2001) Güden, Mustafa; Akpınar, Belhan; Sağbaş, Ertan; Sanisoğlu, İlhan; Şirvancı, Mustafa; Bayramoğlu, Zehra; Çaynak, Barış; Yüksel, Alper[Abstract Not Available]Conference Object Acoustic Design Guidelines for Adults With Intellectual Disability(European Acoustics Association EAA, 2014) Şaher, Konca; Nijs, Lau; Hordijk, TruusThis paper concentrates on the acoustic design aspects of the living rooms in institutions for adults with intellectually disability. In the living rooms for adults with ID there is even a higher stress on the acoustics since they are more dependent on the acoustical environment compared to normal population. Moreover prevalence of hearing impairment among adults with ID is around 30% and in most cases it is not even recognised. Therefore the rooms for adults with ID need to be designed by taking into account the requirements of the hearing impaired. They need more favourable room acoustics to improve their communication and participation. This paper investigates three main themes: 1) Investigation of impact of building design tools on acoustical quality parameters and determination of most appropriate acoustical quality indicator that translates best into architectural practice for living rooms for adults with ID. 2) Investigation of the relation between user satisfaction and absorption amount in rooms for adults with ID by listening tests prepared from auralizations. 3) Development of architectural/acoustical design guidelines to provide optimal absorption amount for living rooms for adults with ID.Conference Object ACOUSTIC TRANSFORMATION OF ROCK-CUT CAVES INTO PERFORMANCE SPACES(European Acoustics Association, EAA, 2023) Aslan,A.; Saher,K.; Tozoglu,A.E.Cappadocia Region in Turkey is a center of attention as a tourism destination with its rock-cut caves, some of which are being used as performance spaces for concerts, festivals and local entertainment activities. However, these spaces are not fully investigated for their acoustic performance before being transformed into performance venues. This paper reports on the findings of an initial survey which presents a systematic mapping of the rock-cut caves used as performance spaces to locate, explore and document a sample of structures scattered in this historic district. A typological classification based on volume, size, type of tuff rock material and historical original use has been proposed and an acoustic analysis of some selected rock-cut caves has been carried out. The acoustic analysis included reverberation time calculations and simulations based on apparent volume, and tuff stone absorption characteristics, which were studied by other researchers in the area. © 2023 Aslan et al. Since 2,3 diphosphoglycerate (DPG) which profoundly affects dissociation of O2 from hemoglobin is an instrumental substance in determining the O2 affinity of blood it becomes important to consider in what extent the nocturnal intermittent hypoxemia may change the levels of 2,3 DPG. In this study we tested the hypothesis that 2,3 DPG levels of hypoxic SDB patients may be higher than that of nonhypoxic SDB patients and normal controls. Fourteen SDB patients were participated the study seven with hypoxia (hypoxic group) who spent more than 10 minutes during sleep with SaO2<90% (mean 71 minutes) and seven SDB patients (nonhypoxic group) who spent less than 10 minutes during sleep with SaO2<90% (mean 6 minutes). Seven healthy non-smoking subjects were included as a control group. After giving informed consent all participants underwent a venous blood sampling performed between 07:00 and 08:00 a.m. Blood 2,3 DPG levels were measured by using spectrophotometry. 2,3 DPG levels were 1.84±0.44 1.68±0.18 and 1.71±0.11 mmol/mL in hypoxic nonhypoxic and control groups respectively (p>0.05). In conclusion to our knowledge this is the first study that has evaluated 2,3 DPG levels in hypoxic and nonhypoxic types of SDB patients. Chronic intermittent hypoxia which is entirely a different entity from sustained hypoxia did not lead to increases in 2,3 DPG levels in both hypoxic and nonhypoxic SDB patients.Conference Object Advanced Signal Processing Algorithms for Wireless Communications(Springer-Verlag Berlin, 2006) Panayırcı, Erdal; Çırpan, Hakan AliTraditional wireless technologies are not well suited to meet the extremely demanding requirements of providing the very high data rates with the ubiquity mobility and portability characteristic of cellular systems. Some fundamental barriers related to the nature of the radio channel as well as the limited bandwidth availability at the frequencies of interest stand in the way. Unique sets of efficient advanced signal processing algorithms and techniques is the one of the primary enablers that will allow lifting these limits primarily due to the impressive advent of low cost and low power digital signal processors. As an application of advanced signal processing techniques we will consider the solution of blind phase noise estimation and data detection problem via a computationally efficient sequential Monte Carlo (SMC) methodology in this paper.Article Citation - WoS: 9Citation - Scopus: 12Affective Modulation of Working Memory Maintenance: the Role of Positive and Negative Emotions(UNIV ECONOMICS) Gökçe, Ahu; Zinchenko, Artyom; Annac, Efsun; Conci, Markus; Geyer, ThomasThe present study investigated the impact of task-irrelevant emotional images on the retention of information in spatial working memory (WM). Two experiments employed a delayed matching-to-sample task where participants had to maintain the locations of four briefly presented squares. After a short retention interval, a probe item appeared and participants were required to indicate whether the probe position matched one of the previously occupied square positions. During the retention interval, task-irrelevant negative, positive, or neutral emotional pictures were presented. The results revealed a dissociation between negative and positive affect on the participants' ability to hold spatial locations in WM. While negative affective pictures reduced WM capacity, positive pictures increased WM capacity relative to the neutral images. Moreover, the specific valence and arousal of a given emotional picture was also related to WM performance: While higher valence enhanced WM capacity, higher levels of arousal in turn reduced WM capacity. Together, our findings suggest that emotions up- or down-regulate attention to items in WM and thus modulate the short-term storage of visual information in memory.Article Citation - Scopus: 12Affective Modulation of Working Memory Maintenance: the Role of Positive and Negative Emotions(University of Economics and Human Sciences in Warsaw, 2021) Gokce,A.; Zinchenko,A.; Annac,E.; Conci,M.; Geyer,T.The present study investigated the impact of task-irrelevant emotional images on the retention of information in spatial working memory (WM). Demonstration of these structures through text analysis can be seen as both a naive effort and a scientific view of the characteristics of the texts. In this study, the textual analysis of Shakespeare plays was carried out for this purpose. Methodologically, we consecutively use Latent Dirichlet Allocation (LDA) and Singular Value Decomposition (SVD) in order to extract topics and then reduce topic distribution over documents into two-dimensional space. The first question asks if there is a genre called Romance between Comedy and Tragedy plays. The second question is, if each character’s speech is taken as a text, whether the dramatic relationship between them can be revealed. Consequently, we find relationships between genres, also verified by literary theory and the main characters follow the antagonisms within the play as the length of speech increases. Although the results of the classification of the side characters in the plays are not always what one would have expected based on the reading of the plays, there are observations on dramatic fiction, which is also verified by literary theory. Tragedies and revenge dramas have different character groupings.Book Part Analysis and Optimization of Matching Networks-I Getting Started With Ads(Springer-Verlag Berlin, 2008) Şengül, Metin Y.[Abstract Not Available]Book Part Analysis and Optimization of Matching Networks-Ii Getting Started With Microwave Office(Springer-Verlag Berlin, 2008) Şengül, Metin Y.[Abstract Not Available]Conference Object Citation - WoS: 1Citation - Scopus: 2Analysis of Local and Centralized Control of Pv Inverters for Voltage Support in Distribution Feeders(IEEE, 2021) Ceylan, Oguzhan; Paudyal, Sumit; Pisica, IoanaHigher photovoltaic penetration on distribution system brings operational challenges including overvoltage issues. With smart inverters, efficient voltage control can be achieved through adjusting active/reactive powers of inverters. However, reactive power may not be as effective as active power in regulating voltage due to high R/X ratio of distribution networks. Thus, active power curtailment (APC) techniques in coordination with reactive power control are required in distribution networks. In this study, we aim to evaluate the performances of a sensitivity based method and an optimal power flow (OPF) based centralized method of reactive power control (in coordination with APC) from inverters in managing voltage profile on distribution networks. We performed simulations on a 730-node MV/LV system upto 100% PV penetration. Based on the case studies using different penetration levels of PVs, we observed that: a) sensitivity based method is not always able to solve overvoltage issues and energy curtailments are high, and b) OPF-based method can ensure that voltage remains within the operational bound with significantly less energy curtailment.Book Part Citation - Scopus: 2Analysis of the Effects of Intermodal Terminals for the Solutions of Urban Logistics Problems in Istanbul City(Springer Science and Business Media B.V., 2016) Görçün,Ö.F.We analyzed the urban logistics problems in Istanbul City, and we tried to show the solutions of these problems thanks to intermodal freight terminals. Istanbul is a center of trade, tourism, and industry; 60 % of total logistics activities take place in Istanbul. At the same time, capacities, infrastructures, and performance of logistics system are affecting the logistics systems and industries of European countries and neighborhoods. However, solving the urban logistics problems have become regional and global ones and especially European countries, industries, and their commercial actors cannot ignore these problems. In addition to urban freight flows, high volume of international and domestic cargo flows causes different problems related to urban logistics. On the other hand, Istanbul has the different logistics nodes as airports, organized industrial zones, business centers, whereas logistics networks and links between nodes are not required level. This study focuses on the logistics nodes, relationships, opportunities and facilities of transportation, and effects of intermodal freight terminals to solving problems of the insufficient connections between these nodes. © Springer International Publishing Switzerland 2016.Conference Object Citation - WoS: 2Citation - Scopus: 2Analysis of the Effects of Intermodal Terminals for the Solutions of Urban Logistics Problems in Istanbul City(Springer International Publishing Ag, 2016) Görçün, Ömer FarukWe analyzed the urban logistics problems in Istanbul City and we tried to show the solutions of these problems thanks to intermodal freight terminals.
