Abstract
1970'li yıllardan itibaren ekonomik açılım politikası benimseyen Çin, benzeri görülememiş ekonomik büyümeyle küresel ekonomik politikaların şekillendirilmesinde ve Avrupa Birliği (AB) dahil olmak üzere uluslararası sistemdeki büyük güçlerle ilişkilerinde kilit bir oyuncu olarak ortaya çıkmıştır. Artan ticari ilişkiler ve ortak ekonomik çıkarların ortaya çıkmasıyla birlikte 2003 yılında AB ve Çin arasında kapsamlı stratejik ortaklık ilan edilmiştir. Bu ortaklık, çeşitli alanlar ve farklı sektörler dahilinde her yıl düzenli olarak bir dizi diyalog, toplantı ve zirveyi içerecek şekilde genişlemiştir. Ancak AB açısından bakıldığında, son yıllarda tırmanan uluslararası krizler ve ikili ilişkilerde süregelen ekonomik zorluklar, AB'nin Çin'e yönelik tutumunda önemli bir değişikliğe yol açmıştır. Çin, özellikle AB'nin insan hakları ve demokrasi konusunda benimsediği değer ve normları baltalayarak ve küresel sahneye alternatif bir ekonomik model sunarak, uluslararası ekonomik-siyasi düzen için ciddi bir meydan okuma oluşturmaktır. Ayrıca ticaret ve yatırım ilişkilerindeki çözülmemiş ve tırmanan sorunlar artık AB-Çin stratejik ortaklığının temel endişesi haline gelmiştir. Sonuç olarak, AB-Çin stratejik ortaklığı AB için beklentileri karşılayamamakta ve ekonomik iş birliğinin güçlenmesine ve genişlemesine katkı sağlamamaktadır. Bu tez, AB-Çin stratejik ortaklığında süregelen ekonomik zorlukların artık ekonomik güvenlik meselesi haline geldiğini ve Çin'le kurulan ortaklığın ilerleyemediğini savunmaktadır. Ortaklar arasında düzenlenen yıllık zirveler ve AB'nin Çin'le ilgili yayınladığı resmi politika belgelerinin birer vaka analizini yaparak AB'nin bu ortaklığa yaklaşımını ortaya koymayı hedeflemektedir. Bu bağlamda analiz sonuçları, AB-Çin ekonomik ilişkilerindeki zorlukların AB'nin ekonomik güvenliğine 'tehdit' unsuru olduğunu savunmaktadır.
Since the 1970s, China, adopting an open-door policy, has emerged as a pivotal player in shaping global economic policies and in its relations with major powers in the international system, including the European Union (EU), through unprecedented economic growth. With increasing trade relations and the emergence of shared economic interests, a comprehensive strategic partnership was declared between the EU and China in 2003. This partnership has expanded to include a regular series of dialogues, meetings, and summits across various fields and sectors each year. However, from the perspective of the EU, escalating international crises in recent years and ongoing economic challenges in bilateral relations have led to a significant shift in the EU's stance towards China. China, particularly by undermining the values and norms embraced by the EU regarding human rights and democracy and by offering an alternative economic model on the global stage, poses a serious challenge to the international economic-political order. Additionally, unresolved and escalating issues in trade and investment relations have now become a primary concern of the EU-China strategic partnership. Consequently, the EU-China strategic partnership fails to meet expectations for the EU and does not contribute to the strengthening and expansion of economic cooperation. This thesis argues that the ongoing economic challenges in the EU-China strategic partnership have now become a matter of economic security and that the partnership with China has stalled. By conducting a case analysis of annual summits between partners and official policy documents issued by the EU concerning China, it aims to elucidate the EU's approach to this partnership. In this context, the analysis results assert that the economic challenges in EU-China economic relations constitute a 'threat' to the economic security of the EU.
