Article 1880-1920 Arası İstanbul’daki Tulûat Tiyatrolarında Kantocu Kadınlar(2022) Okuş, DilaKanto 19. yüzyıl İstanbul’unda popülerleşen bir sahne gösterisidir. Biçimsel olarak genellikle bir kadın sanatçının sahnede dans ederek şarkı söylemesi olarak tarif edilir. Kanto halkın büyük bölümünün ilgisini kazanmış ve kanto gösterilerine çıkan kadınlar geniş hayran kitleleri edinmişlerdir. Ancak kanto bazı kesimler tarafından hafif bir gösteri olarak da nitelenmiş, kadınların sahne üzerinde cilveli hareketler icra etmeleri bayağı ve ahlaksızca bulunmuştur. Kanto gösterilerine ve kantoculara yöneltilen eleştiriler, dönemin Osmanlı toplumunu şekillendiren kültürel bağlamdan kaynaklanmaktadır. Bu çalışmada 1880-1920 yılları arasında kadınların tuluat gösterilerinin bir parçası olarak sahneledikleri kanto gösterileri, icra ve kültürel bağlam çerçevesinde incelenecektir. Çalışmada kanto sanatının önde gelen isimlerinden Peruz Terzekyan, Şamram Kelleciyan, Küçük Virjin ve Amelya Hanım’ın yaşam öykülerine ve çalışmalarına odaklanılacaktır. Bu yaşam öykülerindeki ortaklaşan unsurlardan yararlanarak, kanto sanatçılarının kadın kimliklerinin kanto icrasına ve kantonun seyirciler tarafından alımlanmasına etkileri ortaya konacaktır.Article The 1921 Constitution and Beyond: Any Inspiration After 100 Years?(Istanbul University Press, 2022) Arat, N.; Topukçu, A.The 1921 Constitution has mostly been considered as a unique piece of legal document in Turkish Legal History with regard to the time it was written, the conditions under it was created, the necessity it touched and the era it changed. The 1921 Constitution had been assessed by scholars, bureaucrats, politicians and lawyers in different times from distinct perspectives. It has got special attention lately as regards to the discussions on constitution-making processes. Even after 100 years, many of its features inspire today's constitutional discussions as the 1921 Constitution touches even today's sociological, political and legal needs. In this context, this paper aims to assess the 1921 Constitution first by pointing out the unique features; then, gives try to answer a question posed whether the 1921 Constitution is a constitution itself, or not. This trial is done under the double constitution period discussions and by pulling out the deficiencies of the 1921 Constitution. Subsequently, the box of inspirational touches of the 1921 Constitution to 100 years beyond is opened. In that sense, it has been found that the understanding of sovereignty that brings it down to its origin “earth/humankind”, the idea of local democracy and the vision on fundamental rights and freedoms that open the door to modern understanding of rights on this part of the world, could be drawn/inherited for today's constitutional making processes. © 2022 Istanbul University Press. Grubumuzca daha etkin, tersinir ve az yanetkili yeni bir MAO inhibitörü (SH2U bileşiği) sentezlenmişve bu bileşiğin insan MAO enzimini (hMAO) inhibe etmeyeteneği incelenmiştir. Ayrıca bu yeni bileşiğin hMAO ileetkileşimi, moleküler modelleme çalışmaları ile detaylıbir şekilde araştırılmıştır. Daha sonraelde edilen bu bileşiğin etanol içerisinde geri çevirensoğutucu altında izonikotinik asit hidrazit ile muameleedilmesiyle [3-(3,5-dikloro-2-hidroksifenil)-5-p-tolil-4,5-dihidropirazol-1-il] (piridin-4-il) metanon bileşiği sentezedilmiştir. Yapısı doğrulanan bu bileşiğin hMAO enzimi ileetkileşimi, ticari tayin kiti kullanılarak fluorometrik biryöntemle incelenmiştir. Ayrıca, söz konusu yeni bileşikile hMAO arasındaki etkileşimler, moleküler modellemeçalışmaları ile aydınlatılmıştır.Bulgular: Sentezlenen bileşiğin yapısı, IR, Mass,1H-NMR ve elemental analiz yöntemleri kullanılarakdoğrulanmıştır. Bu çerçevede ilk olarak İHAM ve AYM’nin ifade özgürlüğüne ilişkin içtihadı aktarılmış ve AYM’nin başvuruyu inceleme usulü tartışılmıştır. Bu yazıda çıkan aortada ileri derecede kalsifikasyon bulunan vakalarda hipotermik fibrilasyon tekniği kullanılarak aortaya dokunulmadan ve kross klemp konulmadan yapılan koroner by-pass ameliyatları anlatıldı. 2 yıl içinde aortada ileri derecede kalsifikasyon bulunan 23 olguda bu teknik kullanıldı. Yaş ortalaması 65 + 3 yıl idi. Kardiopulmoner bypass için femoral arter ve sağ atrium kullanıldı. Tüm hastalar 26-28 ºC'de ventriküler fibrilasyon ile ameliyat edildi ve internal torasik arterler ve gastroepiploik arter ve bu greftlerin kombinasyonu kullanıldı. Aortaya klemp uygulanmadı ve proksimal anastomoz yapılmadı. 30 günlük ölüm oranı 0 idi. Hiçbir olguda nörolojik komplikasyon, alt ekstremite iskemisi ve hemodinamik problem gözlenmedi. Sadece 1 olgu kanama nedeniyle tekrar ameliyata alındı ve eksik revaskülarizasyon yapılan 1 vakada peroperatif miyokard enfarktüsü görüldü, fakat hemodinamik olarak bir problem olmadı. Bu teknik iyi miyokard korunması sağladığı, uygun revaskülarizasyonu engellemediği ve emboliye bağlı nörolojik komplikasyonları önemli ölçüde engellediği için tercih edilebilir.Article Citation - Scopus: 1Changing the Identity of a Place by Changing Street Names: the Process of Renaming the Streets of Üsküdar Between 1927-1934(Istanbul Teknik Universitesi, Faculty of Architecture, 2023) Dalgiç, E.N.; Yildirim Okta, B.Street names are part of our everyday lives. People constantly encounter street signs during their daily practices. Their visible position in the urban landscape makes street names suitable to use as visual/linguistic signifiers of cultures, histories, values, and ideologies. Renaming streets is one of the first actions of the new regimes to create their ideological hegemony in the territories they rule. It is essential to resolve the conflicts between urban memory and the sovereign’s history to legitimize their geographical claims by changing anything that does not match with their mental constructs in the urban landscape. This article provides a critical discourse analysis of the relationship between space, place, identity, urban memory, and street names by examining the alteration of street names in Üsküdar, a district of Istanbul, between 1927 and 1934. Even though Üsküdar was one of the regions where the minorities lived exceedingly in the Ottoman period, in the current Üsküdar identity, there are only a few traces left of its former inhabitants. Hence, in terms of redefining identity, Üsküdar can be considered a prominent example compared to the other regions the minorities lived in Istanbul. The primary source for this inquiry is Osman Nuri Ergin’s İstanbul Şehri Rehberi (Istanbul City Guide), which was published in 1934. Archival documents and newspaper articles about street name changes are also used in this research. The relationship between socio-political transformation in Üsküdar and changes in urban toponymy is investigated in this study. © 2023, Istanbul Teknik Universitesi, Faculty of Architecture. Legal aid (free or affordable legal support/assistance/service) is evaluated as one of the elements of a fair trial. The well-known sixth article of the ECHR refers directly to legal aid. However, the third paragraph of ECHR art. 6 issues only criminal offenses. The European Court of Human Rights (ECtHR) implies the right to free legal assistance (legal aid) in civil cases. It possesses great explanatory power; however a lot remains unresolved despite a promising body of empirical work. This paper highlights various considerations concerning the conceptual and comparative qualities of the regulatory focus theory. The discussion moves into the intersection of regulatory focus and consumer behavior literature, briefly summarizing the findings and followed by a number of propositions to be tested for future research.Article Critically Queer yet Politically Affirmative Engagements with Human Rights(Istanbul University Press, 2024) Güner, Remzi OrkunConsidering recent queer engagements with international human rights, this article argues that emerging attempts at queering rights have often resulted in framing queer critique into the normativity of human rights. This article critiques this tendency, suggesting that queer engagement with rights can be critical yet (potentially) affirmative. It shows that queer critique, understood as non-essentialist politics, can contribute to contemporary critical human rights studies and their analyses of identity-producing functions of rights. In this way, the paper engages not only with the subject paradox of the rights discourse but also with queer responses to identity-based rights claims. I argue that queer critiques, shifting the focus from ontology to politics, encourage an affirmative engagement with framings of rights by considering identities as political claims, understanding rights not in ontological terms but as instruments for shifting temporary strategies in practice. The arena of rights, a site where debates about the definitions of human are contested, is a crucial space for deploying non-essentialist politics. Epitopes are present on a single HLA or shared by multiple antigens. In this study, we aim to determine the frequency of prevalent epitopes common in the Turkish population. Methods Non-related 644 healthy volunteers were recruited, and The HLA-A, -B, -C, -DR -DQ's were typed using the Next Generation Sequencing. The provisional and confirmed epitopes were identified using the HLA Epitope Registry databases, HLA Epitopia Maps and Immucor Epitope databases dated 07.02.2018. Epitope frequencies were calculated by counting the shared epitopes in the total number of shared HLA Class epitopes in our sample database. Results Class I HLA's had 298 epitopes that repeated a total of 158,117 times with frequencies ranging between 0.0006 and 2.03%, and the most frequent epitope was 170RY found on 119 different alleles. Class II HLA's had 193 epitopes that repeated a total of 93,082 times with frequencies ranging between 0.002 and 1.36%, and the most frequent epitope was 108P found on 42 different alleles. Conclusions Our findings summarize both the provisional, and confirmed epitope frequencies in the Turkish population and may help clinicians and immunogeneticists develop a better understanding of HLA epitope mismatches.Article Droits et libertés fondamentaux du citoyen-salarié en droit du travail(2022) Güzel, Ali; Çatalkaya, Deniz Ugan; Heper, HandeÀ compter des années 1980, et de nos jours, les droits et libertés fondamentaux, non seulement apparaissent et prennent une dimension particulière au sein de l’entreprise, mais englobent aussi tous les aspects de la vie privée et professionnelle du citoyen-salarié. Il s’agit essentiellement de l’apparition des droits et libertés fondamentaux du citoyen salarié qui marquent l’évolution contemporaine de droit du travail. Car, les actes de l’employeur restreignant les libertés fondamentales forment l’essentielle du contentieux du travail. Pour cette raison, ce ne sont pas uniquement des droits nouveaux aux fonctions variées qui ont fait leur irruption en droit du travail, mais c’est en même temps une méthode spécifique qui a surgi dans le raisonnement judiciaire autour d’un principe général consacré par les législations aussi bien nationale qu’internationale. De cette manière, dans cette étude, le sujet de sauvegarde des droits et libertés fondamentaux du citoyen-salarié a été abordé en trois parties : Dans la première partie il a été présenté un aperçu historique de ces droits et libertés, leur progrès inévitable et leur fonction indispensable en droit du travail. Quelques illustrations parmi les droits de la personne du salarié ont été examinées à la lumière de la doctrine et de la jurisprudence sous un deuxième titre. NihatThe ongoing COVID-19 pandemic is being responded with various methods, applying vaccines, experimental treatment options, total lockdowns or partial curfews. Weekend curfews are among the methods for reducing the number of infected persons, and this method is practically applied in some countries such as Turkey. In this study, the effect of weekend curfews on reducing the spread of a contagious disease, such as COVID-19, is modeled using a Monte Carlo algorithm with a hybrid lattice model. In the simulation setup, a fictional country with three towns and 26,610 citizens were used as a model. Results indicate that applying a weekend curfew reduces the ratio of ill cases from 0.23 to 0.15. The results also show that applying personal precautions such as social distancing is important for reducing the number of cases and deaths. Methods: Data were obtained indirectly using our hospital database including both sexes. No selection criteria have been applied. The data has been partitioned into only three age groups as, 3-20, 21-60 and 61 to older in order to prevent age related grouping in the distribution. The distributions have been checked by normality analysis using Kolmogorov-Smirnov test. Nonparametric percentile estimate method was used to obtain reference intervals in the age groups of 21-60 and 61 to older. In age group 3- 20, the number of data were below 120 in most tests so, GraphROC for Windows, a statistical package which performs a robust modified nonparametric method, was used to find reference intervals. Results: Most of the test data did not show Gaussian distribution form and parametric analysis of these data has failed. Instead, nonparametric analysis has succeeded in establishing the intervals in three age groups. Conclusion: The results resembled the characteristics of our hospital patient population. Especially, protein and lipid parameters showed clear differences in our population, compared to the reference values of the manufacturer, which are currently used. Their work has paved the way for various theoretical studies on acting. The actor who is going to act within a reality that fictionalized on stage, no matter the strength of its relationship with daily reality, has to leave the automatized daily behaviour behind and develop a technique that is built upon the necessities of the stage context. HDACs act not only on histone protein but also nonhistone proteins that are key players in cellular processes such as the cell cycle, signal transduction, apoptosis, and more. “Classical” HDACs have been shown to be promising targets for anticancer drug design and development. However, the selectivity of HDAC inhibitors for HDAC isoforms remains the motivation of current research in this field. Here, we explored Class I HDACs and HDAC6 by sequence alignment and structural superimposition, catalytic channel extraction, and identification of critical residues involved in HDAC catalysis. Based on the general pharmacophore features of known HDAC inhibitors, we developed a library of compounds by scaffold hopping on a fragment hit identified via structurebased virtual screening of the molecular fragment library retrieved from the Otava database. Molecular docking assay revealed five of these compounds to have increased potency and selectivity for HDACs 1 and 2. Furthermore, their predicted absorption, distribution, metabolism, elimination, and toxicity (ADMET) properties were consistent with those of drug-like compounds. With further modelingbased and experimental investigations, we believe that these findings may offer additional potential HDAC inhibitors with improved selectivity
